Good Morning,
i have issue with below Topology, where R16 and R1 have each other routes but not reachable, the packet get drop from directly connected PE,
Details :- XR4 (11.11.11.11/32) and R3 (8.8.8.8/32) both advertise their local PE loopback address using BGP labled protocol,

Hi I Know I am late but I have other solution here can you try it ??
first advertise the RR additional to PE under BGP inter-AS
and check again.
RR need to form RR-RR VPNv4 multihop eBGP
and then RR push prefix it learn to PE here PE can use RR or PE of other AS as next-hop, this depend if you config next-hop unchanged or not.
so only for try add RR ip under BGP inter-AS and see result.
