acs gui login failed - reset password fail

Has anyone run intp an issue with gui login failure on the Cisco ACS.  None of the local passwords are working and there is no error when entering the credentials in the GUI.  It just says incorrect login.  The reset-password command is failing when run in the CLI.

What is the command that you are using to reset the password. Can you please share the snippet with error and ACS version.
