ISE doesn't support snapshots, What I suggest is to do:
1. Take configuration backup of your primary ISE node. Also take an operational backup (optional if you want your logs).
2. Prepare the new ISE VMs in the new location.
3. Restore the configuration backup.

Regarding the licenses, it should be okay once you register the new VMs to your smart account as the new nodes would stop consuming them once you decommission them.
Just make sure that the versions are the same or compatible if you want to restore the configuration on the new nodes.
For example: you can restore 2.7 backup on a node running 3.1 but you can't do the same with a backup taken from a node running 2.4.

Hi Tariq,

thank you for your kindly reply

I should change ip address...back up is related only to application or also to network config

I mean i could recreate cluster with new ip addresses and then restore from original cluster...but if i restore also network configuration i thinki should change approach

Regards

If you select the option "include-adeos" then network settings will be restored, simply don't include that option.

Use the following command to restore data related to the Cisco ISE application and Cisco ADE OS:
restore [{filenamerepository {repository-nameencryption-key hash | plain {encryption-key-nameinclude-adeos]

ok...thank you

any version of esxi is supported i suppose for ISE 3.x...?

Check the Release Notes or Installation guide for the version of ISE you plan to upgrade to (since you didn't state it).  https://cs.co/ise-rn, https://cs.co/ise-end-user

Register the new nodes to smart licensing and they can use the licenses in your account.

Hi charlie,

i did not state because i have not to upgrade but migrate from vmware cluster in a different DC

Thank you

You need to build new VM ISE on new DC, (ISE come with 90days License) - Once testing done on new ISE VM, you can de-register old node and register new one in smart License ?
