How do you select Tech top and Tech iotop for the support bundle?

Not something i see in the available information in the link I sent. however show tech is included in the support bundle i believe.
If you're debugging issue have you tried working with the TAC as well?

Is it possible to collect support bundle from the CLI of ISE? At this point, I have no access to ISE's GUI. Only CLI. Please advise. Thanks in advance.

Yes, from the CLI of any ISE node you can use the command "backup-logs <backup-name> repository <repository-name> public-key". This will generate a support bundle that TAC can open.
If you wish to generate a support bundle that you can decrypt locally, use the keyword "encryption-key plain <your-key>" instead of "public-key".
System logs are also available for viewing through the show logging CLI function.
