We are looking at deploying I-PSK for an IoT wireless network using ISE 2.3. And we were wondering if there was any way we could get the values needed (Device MAC address and PSK) for the authorization policy rules out of SQL dynamically?

Assuming you are referring to ODBC, please verify that the SQL source is one supported by ISE in Table 8 Supported External Identity Sources . And, the MAB authentication needs to use such source so that ISE will retrieve the attribute used for I-PSK for each endpoint.
