I have moved some APs from 5508 WLC Primary to Secondary and APs has joined on the controller.
Users are able to authenticate via ISE but Authorization is failing. What could be the issue, please help.

Are these guest or regular users? I would start with the live logs, which may be able to give you a clue.

Since the issue seems to be caused by WLC move from Primary to Secondary, I would start with the WLC configuration. Some useful links to verify the WLC-ISE integration configuration
