I wanted to double check if this is feasible.
ISE cluster running 3.1, all physical appliances in large deployment model. We want to move half the physical appliances (phase 1) to virtual. My thinking of best approach is to:
1. deregister the secondary PAN > ISE cluster will now just have single primary admin node.
2. build new secondary PAN on VM, then register this new secondary PAN to the cluster.
3. deregister the secondary MnT
4. build new secondary MnT on VM and then register to the cluster.
outcome - we have secondary PAN and MnT running on VM's and the primary PAN and MnT on physical appliances.
Is it as simple as this? Any issues with this approach?

High level that should work - Hope you have calculated cmpute requirement when you building new VM.
ISE Cluster can have mix of Appliance and VM.
