Hello,
I am trying to restore backup configuration from cisco ISE 2.0 on Cisco ISE 2.2 but it is failed due to
" Data upgrade step 10/89, ProfilerUpgradeService(2.1.0.166)... ..% Error: ISE Global data upgrade failed! "
here is the log after execute restore

Suggest opening a TAC case to troubleshoot.
If able to stage another VM running 2.0 or 2.1, could validate that able to restore to another version. Under ISE 2.0, from CLI you can run "app config ise" and select option to "Create Missing Config Indexes".
You could also run the Upgrade Readiness Tool for ISE 2.3 to see if any issues with DB discovered (available under Software Center for ISE 2.3):
Upgrade Readiness Tool (URT) to validate config DB upgrade from 2.0, 2.0.1, 2.1, 2.2 to 2.3. This is a signed bundle for image integrity. ise-urtbundle-2.3.0.298-1.1.0.SPA.x86_64.tar.gz
This tool will help validate the readiness of your existing DB for upgrade to new version.

Please try engaging Cisco TAC for this.
We need to look at the upgrade log files to check the details of the failure. See Upgrade to ise 2.3 failed as an example.

Suggest opening a TAC case to troubleshoot.
If able to stage another VM running 2.0 or 2.1, could validate that able to restore to another version. Under ISE 2.0, from CLI you can run "app config ise" and select option to "Create Missing Config Indexes".

We have opened a ticket and still in progress they are doing changes

It's a bug, and TAC has a hotfix for it:
ise-apply-CSCvh13873_2.0_2.1_2.2_2.3_common_1-SPA.tar.gz
