Licenses for integrating ISE and Stealthwatch

Hi team,

based on this document, p.11 - https://www.cisco.com/c/dam/en/us/td/docs/security/stealthwatch/ISE/SW_7_0_ISE_Configuration_Guide_DV_1_0.pdf - if customer wants just user sessions in ISE without the need for ANC, does he still need to buy plus licenses or base is enough?
