CS-ACS software has been End of Support for over two years now, so much of the documentation links are no longer available from the main Support page. There have been no software maintenance updates since 2018, so there are likely some high-severity security vulnerabilities that should be strongly considered. We would not recommend using this software in a Production environment.
I could only suggest ensuring that you have followed the guidance in the Installation Guide. You might find other troubleshooting tips from a Google search.
