1. I have tried 'acs stop' and 'acs start', it didn't work
2. I have tried different browsers and devices.
3. I have power-cycled the device within the CLI and physically power-cycled the ACS.
Below is the output after is stop and start the services within ACS:
'show application status acs'
ACS role: PRIMARY
Process 'database' running
Process 'management' running
Process 'runtime' not monitored
Process 'adclient' running
Process 'ntpd' running
Process 'view-database' running
Process 'view-jobmanager' not monitored
Process 'view-alertmanager' not monitored
Process 'view-collector' not monitored
Process 'view-logprocessor' not monitored

at this hard to say what went wrong. since I see the process running.
try "application acs stop" and then application acs start and see if that resolves the issue.
check any Space issue?
Another suggestion, take the laptop directly connect to ACS and configure your laptop with same range of IP address, try https://acsip and let us know.

I have tried the stop and start process. Still didn't work. What do you mean by "any space issue"? Also, can I go directly with ethernet into the console interface?

i mean Data interface not console. see if that works ?

I have tried start and restop the services, didn't work. I also tried ethernetting into it w/ the ACS ip and that didnt' work either, any other advice?

I understood you, it didn't work. The port was green on rx-tx, and I was connected and tried in IE, edge, and FF.
