LMS 3.1 does support some 4900 models.  See below link for supported device table:

http://www.cisco.com/en/US/docs/net_mgmt/ciscoworks_lan_management_solution/3.1/device_support/table/lms31sdt.html

However, if you are going with LMS 3.x, you should be looking for LMS 3.2.1 which is the latest version you can upgrade to without a 4.x license.  Supported device table for LMS 3.2 can be found here:

http://www.cisco.com/en/US/docs/net_mgmt/ciscoworks_lan_management_solution/3.2/device_support/table/lms32sdt.html
