Can you use Cisco ACS to do user management for windows systems ?

No you cannot (without a lot of hacking and replacing Windows' native authentication module).
ACS is designed to provide AAA services for client devices that use either RADIUS or TACACS protocols. It is commonly used with an external identity store of a Windows AD directory, so it's really more like the opposite of what you're asking - Windows (AD) is used to provide the user list for ACS.
