The best Windows-based tools for that would be Solarwinds CatTools or, for more features Solarwinds Orion Network Configuration Manager (NCM).
If you're able to go the non-Windows route, you might be better off with RANCID (old school) or one of the newer alternatives like Sweet or rConfig.
They're all open source and run on Linux. Free to acquire but you may need to invest a bit more staff time to set them up.
