C9800 SSID Traffic limit setup

Hi, community.

I want to set bandwidth limit only on Guest SSID on C9800 WLC. As configurable in Meraki AP.
As a result, I can configure BDRL through ISE and AAA authentication, but I do not have both.
In C9800 WLC, is it possible to set limit of available bandwidth of Guest SSID by setting without additional conditions?
Also, what are the best practices possible with QoS on the C9800 WLC?
