We have 2 different IOSs for 2800's. We're using 12.4(15)T1 and 12.4(24)T2 depending on the (H)WICs in the router.
One AAA statements is displayed differently between the 2 IOS's.
12.4(15)T1 -aaa accounting commands 15 default start-stop group tacacs+
12.4(24)T2 -aaa accounting commands 15 default
action-type start-stop
group tacacs+
Is there any way in the template to use <OR> ?
I really don't want to create too many templates for differences like these. <AND> and <OR> would really make a difference.

Consider upgrading to 12.4(24)T2 or later. Find the last IOS of that train.
Did you find anything that version 12.4(24)T2 does not support the WIC's of the other router?
Standardising the IOS on machines of the same type makes that they all have the same bugs. :-)
It makes it all easier to understand when thing fail.

We did upgrade all the 2800s to 24T2 months ago but found out that there is a bug if the router had a WICT1 card instead of HWIC T1s. The WICs would drop the circuit and the only way to get it back was to reload the router. This happened at numerous locations for weeks. Some of the newer 2800s have the HWICs so we have to go with (atleast) 24T2 since 15T1 doesn't support HWIC. We have a case open with Cisco about the issue with the WIC and we're supposed to be notified when a release comes out that fixes that bug. Until then we're stuck with 2 IOS's

I haven't played to much with compliance templates yet.
Not sure if there is a way to create a template that matches both situations?
If not you will be stuck with 2 templates until a fix is available
