cannot change cisco 3850 switch number

This switch was part of a stackwise group and I am trying to change from switch 7 to switch 1. I am using this:

Switch Ports Model SW Version SW Image Mode
------ ----- ----- ---------- ---------- ----
* 7 56 WS-C3850-48P 16.12.12 CAT3K_CAA-UNIVERSALK9 INSTALL
conf t switch 7 renumber 1 and get invalid input detected message
or 
conf t no switch 7 provision and get this message  Error: A switch is already physically present at this location.

Do not go into configuration mode.  Just stay in enable mode and then do: 

switch 7 renumber 1

And then reboot the switch.
