I need to find out how to interface a Cisco 2901 router (currently configured with the WIC-2T interface cards) to a device with a DSub-9 Serial interface, RS-232 protocol.
is there a cable that connects the smart serial interface to the 9-socket connector? Would an adapter or different interface card be required?

Cisco Blue console cable should work for RS232 access.,

doesn't look like this would work. I don't know if the client would let us swap out the WIC-2T interfaces with the SmartSerial plug on the 2901 ISR, so i would need something from Smart Serial 26 to DSub9. The unit to interface with is a DSub9 socket, so the cable would need to be DSub9 Plug.

Not sure what you trying to do here, or i may be miss understood your requirement here ?
If you looking to use WIC-2T - this connects to the provider network.
