here is the procedure to boot from USB :

the USB need to be format as below steps :

  1. Format your USB flash drive with a FAT file system.  This needs to be FAT and not FAT32.
  2. Copy the system IOS image to the USB flash drive.
  3. While the router is powered off, plug in the USB flash drive to the USB port on the router.
  4. Power on the router and when it starts to boot up press the Break key to enter ROMMON mode.
  5. Once in ROMMON mode enter the following command to to boot from USB

Please raise a TAC Case and see if this is due to CSCvr18589.

At me initialization of devices passes, only does not see bootable devices. And why the device is loaded in ROM1 and should be in ROM0

Is it possible to reset Cisco as BIOS in the computer?

in the Cisco same as Factory reset, that is ROMMON Mode to start from scratch.

How to make a factory reset in ROMMON ?

Your device already in ROMMON Mode - (rommon 1 >)   I have suggested some method if you can resolve the issue.

As @Leo Laohoo  have advised this was bug, so if you have contract with Cisco raise TAC Case ?
