cisco as a client to juniper ntp server - ntpv4

Problem:

Cisco box is not forming ntpv4 association with juniper box over IPv6 address

Scenerio 1:

I tried to configure cisco box(7200 series loaded with c7200-ipbasek9-mz.124-24.T5.bin)  as ntp client to a juniper box. Both the boxes supports ntpv4 and our network is based on ipv6 addresses.The juniper box is referring to GPS for time source. I will refer the IPv6 address of the directly connected interface of juniper box as server in my cisco box. But unfortunately, the ntp association is not happening between server(juni) and client(cisco). When I enabled ntp debugging on cisco box, I couldn't see any ntp client polling packets going out of cisco box. No error messages seen too.  The server's IP is reachable from cisco box.

Scenerio 2:

In this case, cisco is reffering to GPS and juniper box is configured to have the cisco box as ntp client. In this case, I could see client polling packet coming from juniper to cisco but there is no reply from cisco:

Can some one help if am missing anything in the config or is there any incompatibility issue that I need to take care of.
