Cisco Prime Infrastructure upgrade to latest v3.10.4 update 2

Dear all,

For Cisco Prime Infrastructure upgrade from v3.7.0 to v3.10.4 Update 2 version. 

Proposed plan:

1) If i create a brand new VM - with new VM 3.10.4 Update 2 version (latest) and then restore backup from old v3.7.0 version.

Question: Is it possible to restore 100% database/application/configuration backup from 3.7.0 to new VM 3.10.4 Update 2 version? 

Secondly, how about the licensing from current production VM 3.7.0 for cutover to new VM 3.10.4 update 2? Is it transferrable?

Thanks for any advice and confirmation on the upgrade paths.
