- As quickly as possible depends on you. Read the Release Notes and get acquainted with the install and upgrade procedures and requirements. Note the following items especially :
>...
If your existing Prime Infrastructure is 3.6.x or 3.7.x, and your upgrade path contains 3.4.x or earlier versions, then you cannot in-line upgrade that server to Prime Infrastructure 3.8 due to security vulnerabilities in the underlying Red Hat 6 installation. You will need to take a backup of the Prime Infrastructure 3.6.x or 3.7.x server, deploy a fresh Prime Infrastructure 3.8 server, and restore that backup into the Prime Infrastructure 3.8 server.

Can I restore backup from Prime version 3.4 to 3.9 new fresh install?

- No you can't 3.8 is a 'forced intermediary' , because of a new Rehat version, check Release Notes and Installation procedures accordingly.

but doing a new vm install of PI-VA-3.9.0.0.219.ova doesn't that take care of the intermediary?

- No , you can do that , but then you have to configure Prime manually again from scratch, the 3.4 restore on to that is not possible.
