Configure Users with Privilege Router 2921

Hello Guys

I'm trying to configure a user with just some "show commands" but It's not working because they keep are able to use any command and if I use the command show privilege I am seeing lvl 15 even if I configure him with lvl 2. Do you guys know what could be happening? Below there is the configuration:

privilege exec level 2 show run

privilege exec level 2 show tech
enable secret level 2 XXXXX

username test privilege 2 secret XXXXXX

generally most command syntax required i use 5 and more or rely and AAA Server

as per your case not sure what IOS running, 

you may need to enter the full command for the Pril level 2 to access that command

example :

privilege  exec level 2  show tech-support
