Configured VLAN on interface but not not getting DHCP to assign IP

So, I didn't think this was going to be a big issue, assign the VLAN 66 which is used all over in our network to this port and wa-la, it's good to go. But....no. The switch is part of a stackable (3) 9200L, it's not going out anywhere, the interface goes just to a wall port, but even it it were, VLAN 66 is on the trunk port as well. 

switchport trunk allowed vlan 3,10,11,31,50,66,72,95,100,137-151,201,209,210

Switch int config:

interface GigabitEthernet3/0/27
description camera
switchport access vlan 66
switchport mode access
switchport voice vlan 238
spanning-tree portfast

#sh vlan id 66

66 PSN-Cameras active Gi1/0/25, Gi1/0/26, Gi1/0/27, Gi3/0/27

If you need more info, please tell me what you need.

 

I'm seeing APIPA and not DHCP for some reason. Any ideas on why this would be?

we need more elaborate 

run CDP to make SW detect if device is Phone or PC.

do you have an ip helper-address DHCPServer_IP
