finally i found the solution

from cisco prime -> network device -> controller -> configuration tab -> security -> uncheck file encryption

as show in the pictures below

i don't know why this parameter don't appear , when i access  directly to the controller via HTTPS

 - You also need to check , if the Prime version being used , still supports this new controller release If not it could be that  you need to upgrade Prime :

refer to the document all version of cisco wlc 3504 is supported by cisco prime 3.4

 - Try to remove the controller from Prime , and then re-add it afterwards. Check if the problem persists. But before re-adding also press Verify Credentials , to make sure that all given credentials are working. Also leave a bit of time between the 2 operations.

Before remove controller from prime , i compared the configuration before upgrade with after upgrade

as show in attached file the configuration added doesn't affect the backup

after remove and re-added the wlc the issue persists

 - As far as I see it you have 2 options : 1) Either escalating towards TAC    2) Provided 'sufficient time and interest' - if your Prime  servers runs in a virtualization-supporting environment , it is sometimes easy to clone the Prime-host and for instance, upgrade the clone to the latest Prime release (preferably with latest patch installed too) and verify the problem again.
