GLC-T 1000BASE-T SFP detected but unable to turn on

my router picks both up but I cannot configure them. when I do a no shut, nothing happens.

checking the compatibility matrix for 4331, it seems it is not supported anymore.

cisco 4331 router the g0/0/2 ports

ok, I discovered that one of the g0/0/2 ports is defective and that both SFPs do work. So even though they are EOL its still all good.

Post the complete output to the command "sh license summary".  

Port 0 & 1 are enabled by default.  

Ports 2 & 3 are disabled until license is applied -- This information should be visible during bootup.

since when does an SFP need a license? all of my ports G0(mgmt) G0/0/0 & G0/0/1 are good? only port G0/0/2 where I plugged in the SFP's lights up is detected but when I plug in the ethernet cables, put ip addresses on them and do a no shut, they still show as down.
