How to control bandwidth for each ip address in cisco 3640 router???

Hello,
Is there any way to control bandwidth per IP basis, traffic
passing through a Cisco 3640 router with Version 12.2(12), RELEASE
SOFTWARE (fc1).
Suppose, Router is at xx.xx.xx.1 and user IPs
starting from xx.xx.xx.2 to xx.xx.xx.64(these have .1 as gateway). Now,
can it be possible to assign separate bandwidth like 128Kbps, 256Kbps
etc. etc. to these user IPs according to need, in the router using
access-list etc. !!!
i know that there is some way like rate-limit etc but it also more cpu intensive. bcoz for each ip address i have to create a acl.is there any efficient way to complete this task.

No that is not possible
You can only limit bandwith per interface, not per IP address.
