Limiting ingress traffic on SG300-10SFP

I'm currently the network admin/help desk technician at a small business and we are having issues with ingress traffic congesting the network. I'm trying to implement a limit to only ingress traffic on the 2 ports that are active. With a SG300-10SFP, is this in the right direction to solving the issue? Any recommendations, tips, tricks, anything would be greatly appreciated. I've had my full CCNA for less than 6 months and this is honestly my first real world task with troubleshooting.

Another quesiton. Does setting the traffic limit result in packet loss when ingress traffic exceeds the limit?
