Menu options forces to use login in conjunction with pause

Hello,

I am using the IOS 16.09.04 on a ISR 4000 router to implement a Terminal Server. I noticed that the command "menu options" forces me to use the "login" option in conjunction with "pause". I can't only use "pause" option. The command reference doesn't show this (https://www.cisco.com/c/en/us/td/docs/ios/fundamentals/command/reference/cf_book/cf_l1.html)

ie:

Router(config)#menu TS options example pause ?
    login Login required before command

Why can't I use only the "pause" command???
