Hello all!
Is there a way to migrate Local Users from LMS 3.2 on one standalone machine to another standalone machine with the new LMS 4.0 ?
Would be nice not to have to define all the users again.

I don't think so
The cwpass file is replaced by an XML file.
You could restore a 3.2 backup of course (if both version are on the same OS type)
But that will bring back more then just the users

The roles and the restrictions have been enhanced quite a bit in 4.0
That makes it had to be backwards compatible, so much new posibilities
But you may wish to review the roles as you can customize them now
And you can import an XML files with the users and thier permissions
Only I believe cisco forgot to document the possible contents of this file so you need to reverse engineer it a bit

I had hoped that such as users passwords could be imported into the new one, so the user could immediately go in and use the new LMS 4.0.
