Hello,
Does anyone know of a commercial tool to measure network bandwidth utilization, but without requiring access to the network devices? Namely, a tool to be installed on a LAN, which would measure the utilization of the LAN and potentially the WAN circuit. The big constraint is that access to the networking hardware is completely prohibited. Therefore some of the traditional technologies SPAN or SNMP are not allowed.

That's a pretty big and unreasonable constraint. The only alternative that comes to mind is a network tap feeding a management tool. Something like one of these:

http://www.gigamon.com/network-tap
http://www.netoptics.com/products/network-taps
...then hang a Cacti or MRTG (open source performance tools) or commercial product of your choice off the tap.
