Are you not able to get Ping from switch to device or device to switch?

Some issue i seen in SG350 28 Port, PoE Gigabit, Also system Led blinking try to connect over on Tera Team, Putty & Hyper terminal, it was showing garbage on screen, i tried reset but not works, Kindly advise solution.

system LED Blicking means ready to setup intial config.

On the above document - look at Use the console port ( baudrate)

Provided guide is not for SG350 it is for SG300. I already check with all
baud rates, but response.

Most the guides are same for SG Models, Cisco do not write documentation for every model if they have same proceedures.

May be you can connect Laptop to Port and see if you get DHCP IP from switch to go for quick start config as mentioned config.

Still issue contact Cisco TAC.
