privilege levels

we are starting a project to assign privilege level to groups but not understanding how this works.  Are there pre-assigned privileges to each level and what are they?  Here is what we would like to do but we found that you cant overlap privileges.  Level 3 - sho run and sho interface.  Level 5 - sho run, conf t, interface changes, shut, no shut, desc, wr mem.  Level 15 - all rights.   how do we give two different .levels some of the same privileges?

Hi,

as far as I am aware, higher level privilege levels have the commands from under it automatically, 

so if level 3 should have show run and show interface then level 5 also gets that as well as the commands you are adding to level 5.

There are a few commands that are standard for level 1, then I think the rest are at level 15 unless you are changing something.
