There is no way to avoid this message "Next ACK ..." in situation where switch has no internet connection?
Do I need to install Cisco Smart Software Manager satellite on premises in order to prevent doing ACK manually?

C9200L, IOS-XE 17.14.1, DNA-E subscription, first ACK was performed offline (according to documentation Workflow for Topology: No Connectivity to CSSM and No CSLU)

To manage this without constant manual intervention, you should install the Cisco Smart Software Manager (CSSM) satellite on-premises. The CSSM satellite acts as a local proxy, allowing your devices to communicate with the Cisco Smart Licensing system without requiring direct internet access. This setup involves downloading and installing the CSSM satellite software from Cisco's website, registering the satellite with Cisco's Smart Licensing system, and then configuring your network devices to communicate with the satellite instead of the internet. This approach ensures that your licensing acknowledgments are handled automatically, maintaining compliance and proper license management without manual interventions.

Seriously consider setting up direct access to CSSM via proxy or firewall because CSLU/satellite server can lag behind CSSM by up to 6 months when it comes to supporting new features in IOS and comes with a whole set of maintenance problems of its own.  We were forced to go for direct (firewalled and strictly controlled and logged) access because of this.
