Below are the steps which I followed to create this SNMPv3 RO:
1. Create a group.2. Assign a security level to the group3. Create a user4. Assign this user to the group 5. Set password and encryption level

switch1#config t
switch1#snmp-server group mysvrgroup v3 priv
switch1#snmp snmp-server user my_svr mysvrgroup v3 auth sha B71£$%5>O67b priv aes 128 Td~&2<rYa55V
username my_svr privilege 4 secret 0 $password
Not sure if the config is right for the snmp readonly?

- You could verify this by checking if snmpset no longer works (e.g.) :
