Hello Dear,
When i execute top process command at 12000 core router, i got this output:

CPU states: 94.9% idle, 2.2% user, 2.8% kernel
Memory: 2048M total, 569M avail, page size 4K

this the 1st process ( procnto-600-smp-instr ) is taking high cpu usage, would you please clarify this matter ..

The process you are refering to (procnto-600-smp-instr) is the mikrokernel of the IOS XR image running on the device. Have a look here for more details:

Also, there have been bugs in the past with this process having a high cpu usage (>20%) on CRS routers (CSCta71485)

Dear Martin,
thank you for your reply ... yes you are right ... in the past, many bugs was there ... TAC advice us to upgrade from 3.6.0 to 4.0.3 but till now we have same thing ...
my questions are :
- how did you that we have a bug in the past ?
-regarding to thid issue ( 2.87% procnto-600-smp-instr ) , is it normal ?
would you please advice us something to do
