DNS and DHCP should be on LAN locally so they can serve LAN better. Of course, every LAN DNS server goes out to Internet to the DNS Root Server to resolve any names it cannot locally.
Option 1: if your local PCs point to router as DNS, you must set up router to forward resolution to your top servers 192.16.0.3. Not sure if that is possible in PT. there should be DNS configuration samples in PT, look for them.
Option 2: PCs point to DNS 192.168.0.3 - skipping router - then that is better option.
Note that 2 servers should be connected to a router who should be default gateway, not L2 switch with 192.16.0.1. L2 switches do not do routing. So maybe that is the major issue with your design.
then, you need a routing protocol between ISP router and two local ones.
