VLAN port - Layer 2 Physical ports yes you can monitor all ports ( not matter it belong to what VLAN)

You can also Monitor Layer 3 VLAN SVI using SNMP

Since we do not know what device you looking monitor, standard SNMP ODI should work for you.

Port monitoring is working but is it possible to monitor VLAN traffic?

Device: WS-C4506-E

Much depends on what you mean by "monitor", e.g. in/out packet counts vs. packet contents.

Basic ports stats, usually are available via SNMP.  Additional port stats might be available too, i.e. those provided beyond the standard OID stats.

What's actually available will depend on the platform.  For a Catalyst 4K, IOS version often matters much as perhaps also the installed supervisor.
