How do I enable remote access to ASDM from outside of the network on the ASA 5505? This would be used for remote access to the firewall at a site that is not utilizing VPN.

If I get your question correct, you can enable http on the outside interface;
http server enable
http

That's no problem. Under the covers ASDM is actually opening a URL that resides in the ASA configuration in memory. The ASA is smart enough to distinguish that from https traffic destined for your server.

ASDM uses http(s) for communications to the ASA. So, you need to add the command:
http source_IP_address mask source_interface
Example:
hostname(config)# http 192.168.1.2 255.255.255.255 outside
in your configuration. That is further described here.
