Calculate Max Concurrent Sessions

I would like to know how to calculate max concurrent session given only the total number of users and total number of devices? I need to size my firewall.

I think the tool is more particularly for Cisco products.

I am just looking in a non-vendor centric perspective. Are there any formula for me to be able to compute max concurrent session based only on max user count and number of devices?
