hi ,
I want to do like below diagram . i cannot use 1 HA only for two network . we have another network. Each network using 1 pair HA.

If these are Cisco firewalls (ASA or FTD) then no - you cannot do this.
A VIP is a concept that is used in HSRP, VRRP etc. but not firewalls. Cisco HA firewalls use Primary and Secondary IP addresses which move between the Active and Standby unit as they assume those respective roles.

As per your explain, 2 pair of Cisco HA firewalls use Primary and Secondary IP addresses which move between the Active and Standby unit can use in SAME VLAN ? can deploy like below ?

Not in the same VLAN.
If you were using multiple physical interfaces (or subinterfaces with VLAN tags) you could set it up the way you are asking.
