Would like to ask if it's possible to use the secondary ISP to route our local network to specific IP on our ASA 5585 version 9.4.1?

yes, it is policy via policy based routing.

Thank for the reference link. May I also ask if how many policy-route can I bind to the interface because we already have pbr on our configuration.

There is no such number which is defined and also there is no static allocation for each policy route that you can bind to the interface.
The maximum number depends on the available memory, rest of the confi, features enabled etc.
