Silly question but couldn't seem to find a direct answer. All I could find is that NDFC has internal DHCP server function that serves POAP, but when it comes to tenant networks all appear to be DHCP relay. So can HDFC internal DHCP server support tenant networks, or it's solely for POAP?

No, NDFC (Nexus Dashboard Fabric Controller) does not provide a built-in DHCP server for tenant overlay networks. The internal DHCP functionality in NDFC is strictly for infrastructure purposes like POAP (Plug and Play / Zero Touch Provisioning) of switches, not for end-host tenant use.
For tenant networks in VXLAN EVPN fabrics, DHCP is typically handled through DHCP relay. The fabric leaf switches relay DHCP requests to an external DHCP server defined in the NDFC templates or manually configured. So yes, you’ll still need an external DHCP server for tenant overlays.
