In local-install NSO, the default username/password is admin/admin. Could it be changed in etc/ncs/ncs.conf?

For local authentication, which is most probably used for your local install, you can change this on the aaa configs in NSO (not ncs.conf, but just NSO configs, e.g. through ncs_cli).
This is the default config:
admin@ncs# show running-config aaa authentication users user admin
aaa authentication users user admin
uid 65534
gid 65534
password $6$1260kNpNpI9rpbwT$OfGFE6jlAENsDpGn4SkyVlrpnKkJFSWZySW/aH5SArm6BCfF.ArHvCCiR/tRK2cotefeqINwsZUx5fvFYNEAi/
ssh_keydir /var/ncs/homes/admin/.ssh
homedir /var/ncs/homes/admin
!
You can create a new user/password or change the password of the admin user.
