When I run the command through NSO “devices device ios_xr_172_23_164_12 live-status cisco-ios-xr-stats:exec any admin install activate id 2 test” it creates the job on the device but it does not return any response from the device.

Perhaps the command is waiting for some user-input. What all prompts are seen when the command is issued on a router.
Sometimes augmenting newlines to the command helps, in response to prompts:
devices device ios_xr_172_23_164_12 live-status cisco-ios-xr-stats:exec any admin install activate id 2 test | prompts ENTER ENTER
