Writing back service parameter from NSO casing instance deleted

Hi guys,

I was running into a weird issue, there is a config false leaf in service yang, the value is managed in code and written back by sharedCreate method to service in CREATE method. the interesting phenomenon  is when I first run commit dry-run, everything works fine, however when I run commit afterward, it presents me no modifications to commit.  if running show full-configuration, the service instance wasn't save in cdb.

There is most likely some error in the create logic in the service. Possibly relating to that config false leaf.
