7960 ON HOLD causes engaged signal on new calls

We have a 7960 used by reception which has 5 lines configured ,all with call waiting disabled to overide the "Call transfer" problem"

However it seems when a call is put ON HOLD on the first line , subsequent calls to the general number (first line ) experience an engaged signal, even though there were no other incoming calls.

Hence it seems the ON HOLD is blocking the next call from overflowing to the next avaliable line on the 7960.

As soon as the ON HOLD was dropped I was able to make a call via a mobile.

HAs anyone experienced this?

Have you made sure that under the DN setting of line 1, CFB and CFNA are set to the DN you have configured on line 2?

Have you tried replicating the problem by ringing from ip phone to ip phone?
