7960 with 7914 sidecar no display on sidecar

If we add a sidecar to a previously configured and in use 7960 the sidecar never comes up. If I build a new phone with a sidecar the sidecar functions as expected.

Yes I have checked the contrast. The sidecar never completely configures. Either get top two button as green or all red buttons.

P00305000300 release notes says If you are using the Cisco IP Phone 7914 Expansion Module, you must upgrade the Expansion Module to firmware release S00103020003 before you install the authenticated 7940/60 phone load.

We are already running that load - the 7914's shipped with that load.

It turned out we had 3 bad sidecars.
