What debug command can I use to troubleshoot E1 R2 signaling on IOS 12.2(11) (low level debug)?

what platform are you running?
If AS53XX platforms, then try,
debug cas
debug csm voice
debug vtsp all
For all Other platforms :
debug voip ccapi inout
