When We try to up Attendant Console it say Call Control is Down.
What We need to check to put inservice this service.
Every time on manager pannel say Trying .... and Online

That is usually caused by the phone not being under control of the Attendant Console user (ID ac). Add the extension to device association for user ac and it should work.
